the federal government has nothing to do with first responders, teachers, or administrators. the obama white house seems to want us to believe that the streets will be filled with both toddlers and crux, airports will resemble a ghost towns, and the federal government work force will be reduced by about one-third. scary. scary except we have heard all of this before. are very on president. we heard it in the debt ceiling debate. we heard it in the run-up to the fiscal cliff. remember this threaduring the debt ceiling debate back in the summer of 2011? i cannot guarantee that those checks go out on august 3rd if we have not resolve this issue because there may simply not be the money in the coffers to do it. this is not just a matter of social security checks, veterans' check folks on disability and their checks. about 70 million checks that go out. lou: more recently in the linda congressional session in the fiscal. >> debate, president obama issued his threat. >> what has been holding us back is the dysfunction here in washington. and if people start seeing that on january 1st this problem

everybody. during the state of the union address, president obama talked about fixing the nation's infrastructure. things like the 70,000 or so structurally deficient bridges across the country. he emphasized the need to get these projects done with a combination of public and private funds and using american workers. prosecutors aren't going to be on their job as president obama said, then they'll put more heat on the two parties to come together and make a deal. gwen: is march 1st the date or is march 27th the real date that we should be watching? >> they're sort of a rolling crescendo of deadlines because you have march 1st where the sequester would take effect those indiscriminate budget cuts. maverpblg -- march 27th is when the government runs out of money. unless they pass legislation the government -- that could be a more dramatic effect. though both sides say they will take that off the table. at some point in the spring or summer, i expect that the two sides are finally going to decide that they fought long enough. the public has simmered long enough, that they'll have negotiations and make a deal. but we're just not there yet. >> one of the reasons that this deal came together -- was the theory that republicans would never want to see the defense budget cut as sharply as it's going to be, 7% or 8%. i don't hear many republicans sounding very concern about the defense cuts. can you say why this

when he was nominated to be the cia director. and as an obama supporter of course i was shocked to find out who was crowned be kept on as obama secretary of defense but when he told people i found interesting and was the major reason i wanted to write this book and what he said was we are moving towards a smaller military that will do fewer things and be able to go fewer places which he felt was a terrible thing and he added i don't want to be a part of that kind of system that is going to retrench. my feeling has been we need a smaller military that will do fewer things and go to fewer places. so that is the kind of book i wanted to write. i thought that i should do it even though others have really had ma named a lot of this. i am sure you are familiar with the work of d-nd for example, who wrote things such as the american empire and years before that, john neuhaus, one of my favorite writers wrote in imperial america and other books have dealt with this with an unusual background in the sense that i spent 42 years in the government and the state department, defense department and th

conference today, president obama sounds a dire economic warning over the sequester he calls for yet another delay in those spending cuts. and he calls for another tax increase. now it's up to republicans to respond. remember, spending cut sequester goes into effect in 24 days on march 1st. the sequester by the way was originally the president's idea. let's get right to what the president said. john harwood joins us thousanow all the details. >> as you know, there are two ways to go about deficit reduction under the sequester law passed in 2011. one is the full ten year sequester. that's $1.2 trillion in budget cuts over ten years. the other is to do it piece meal. if do you it just for the rest of of the year, it would just be $85 billion. president obama said if congress can't agree with the full pack annual by march 1st, we need to do something smaller in the name of staving off damage to the economy, to consumer, and to federal workers. here's the president. >> if congress can't act immediately on a bigger package, about they can't get a bigger package done by the time the sequester is s
